Zoran Tomić
Advisor to the Minister for Interdepartmental Cooperation
Mr. Zoran Tomić was born in 1988 in Kruševac, where he currently lives and works. He completed his primary and secondary education (high school) in Kruševac, and obtained his bachelor’s and master’s degrees at the Faculty of Economics in Niš. He is currently a doctoral candidate at the Faculty of Economics in Niš and is employed as a teaching assistant at the Faculty of Agriculture in Kruševac, where he has been engaged since 2018.
Mr. Tomić is the recipient of numerous awards, including the Saint Sava Award of the Kruševac Cultural Center in 2016 for his contribution to the development of science in Kruševac, and the Captain Miša Anastasijević Award in 2015 for his contribution to the development of science in the Rasina District. He has been actively engaged in the promotion of science and astronomy since 2005.
Further, Mr. Zoran Tomić is the founder of the astronomical association Eureka (2010) and a member of the Alfa Astronomical Society. He is currently a member of the Board of Directors of the Astronomical Society of Serbia and the National Coordinator of the World Space Week event on behalf of the association of the same name at the United Nations. He also coordinates the project activities All-Serbian Asteroid Search and has implemented two student projects: Armchair Astronomy – construction of an astronomical observatory in Niš (2012), and Eco-Lighting – construction of a solar power plant and installation of LED lighting in the yard of the Faculty of Sciences and Mathematics in Niš.
Mr. Zoran Tomić has been awarded scholarships from the Fund for the Promotion of the Development of Young Talents of the City of Kruševac, the Dositej Fund, the Ministry of Education for doctoral studies, and the PECD scholarship from Philip Morris in Niš.
He has been a member of the Serbian Progressive Party (SNS) since 2013, where he has held numerous positions within the City Council in Kruševac. Currently, he a member of the SNS Presidency and Vice President of the City Council in Kruševac. In the period from 2016 to 2000, he held the position of a Councilor in the Assembly of the City of Kruševac, was a Member of Parliament for two terms from 2020 to 2024, and is currently the head of the Council’s Group “Aleksandar Vučić”– Kruševac Must Not Stop in the Assembly of the City of Kruševac.
He speaks English and was a participant in the KAS Academy and the Academy of “Young Leaders for the Serbian People and State” Foundation.
Mr. Zoran Tomić is the father of three children.

Doc. Dr Boris Bursać
Advisor to the Minister for International Cooperation
Born in Belgrade in 1989, where he completed his primary and secondary education.
He earned his undergraduate degree in 2013 at the Faculty of Business Economics, obtaining the title of graduate economist. Driven by a deep interest in contemporary security challenges and the phenomena of terrorism, Mr. Bursać continued his academic development at the University of Belgrade. This institution became a key point in his professional growth, where he successfully completed his master’s studies and defended the master’s thesis titled “Terrorist Organizations in Russia in the 19th Century”, thereby commencing his in-depth analysis of the historical roots and evolution of terrorism.
The next step in his academic specialization was his enrollment in specialist studies at the Faculty of Political Sciences in Belgrade. Through his work under the title of “Islamic State”, Mr. Boris Bursać provided a detailed analysis of the emergence, complex structure, and operations of one of the most controversial terrorist organizations of the modern era, offering new perspectives in the study of religiously motivated extremism and its global networks.
Mr. Boris Bursać academic journey culminated in doctoral studies at the Faculty of Political Sciences, University of Belgrade, in the field of International Relations and European Studies, where he defended his doctoral dissertation “Types and Actors of Islamist Extremism in Nigeria at the Beginning of the 21st Century” with the highest grade.
Professional experience of Mr. Bursac includes significant engagements in both the public and academic spheres. From October 2020 to June 2022, Boris Bursać served as a Member of Parliament in the National Assembly of the Republic of Serbia, actively participating in the work of the highest legislative body and representing the interests of citizens. Alongside his political engagement, in November 2022 he began his academic career as an Assistant Professor at the Faculty of Social Sciences in Belgrade.
From June 2022 to June 2024, he was a member of the City Council of the City of Belgrade. In this executive body, he supervised the work of the City Administration, ensured the implementation of delegated powers within the rights and duties of the Republic, and proposed key acts to the City Assembly. Since August 2023, Mr. Boris Bursać has continued his scientific and research activities as a Research Associate at the Institute for Serbian Culture Priština - Leposavić.
Mr. Bursać is the author of the monograph “A Political Science Analysis of Terrorist Organizations in Russia in the 19th Century”, numerous scholarly articles in renowned scientific journals, and is a regular participant at national and international conferences, with a primary focus on the analysis of contemporary security threats, the dynamics of terrorist organizations, and the challenges facing modern society in the context of extremism and violence.
Since June 2025, he has been engaged as an Advisor to the Minister of Science, Technological Development and Innovation for International Affairs and Science.

Aleksandar Jović, PhD
Mr. Aleksandar Jović was born in Bor, where he completed both primary and secondary school. He graduated from the Faculty of Physical Chemistry at the University of Belgrade with a cumulative GPA of 9.17 during his studies and a maximum grade of 10 in his final exam.
He defended his doctoral dissertation in 2019, titled "Electrode Materials Based on Zeolite Composites with Heteropoly Acids and Carbonized Polyaniline for the Electrochemical Detection of Phenol in Aqueous Solutions."
In February 2012, Mr. A Jović received a one-time scholarship from the U.S. Congress for a study visit to the United States. He was awarded the annual prize of the Belgrade Chamber of Commerce for the best undergraduate thesis in the 2007/2008 academic year, for his thesis titled "Thermal Analysis of Coal from the Kolubara Coal Basin." On the occasion of the 200th anniversary of the University of Belgrade, he received the University Plaque for his exceptional contribution to the development of student organization. During his studies, he served as President of the Student Parliament of the University of Belgrade and was a member of the Ministry of Education's Expert Team for Higher Education Reform (HERE Team).
Mr. A Jović is the co-author of six scientific papers published in international journals, five presentations at international scientific conferences, six presentations at conferences of national significance, one supplementary university textbook, and three publications on higher education in Serbia. In addition, he has authored over ten papers on the reform of higher education in Serbia, presented at both international and domestic scientific gatherings. He has organized numerous international and national expert events on the development and quality of higher education.
Moreover, Mr. Aleksandar Jović has participated in more than 30 international scientific and professional conferences, seminars, and events focused on higher education and the state of science, and has been an invited lecturer at more than 10 events dedicated to higher education reform and the Bologna Process. He took part in two national fundamental research projects funded by the ministry responsible for science. As a researcher and financial administrator, he has been involved in several international projects and has also contributed to projects aimed at popularizing science.
Since 2008, he has been employed at the Faculty of Physical Chemistry, initially as a teaching associate, then as an assistant with the possibility of reappointment, and later as an independent associate–researcher. On 29 March 2023, he was elected Assistant Professor in the narrower scientific field of Physical Chemistry at the State University of Novi Pazar. On 18 June 2024, was elected Assistant Professor in the narrower scientific field of Methods of Teaching Natural and Social Sciences at the University of Belgrade – Faculty of Teacher Education.
Since 2019, he has been employed at the National Entity for Accreditation and Quality Assurance in Higher Education of the Republic of Serbia, holding there the position of Assistant Director.
Starting in August 2020, Mr. A Jović served as Assistant Minister of Education, Science and Technological Development – Sector for International Cooperation and European Integrations, and from December 2022, he held the positions of Assistant Minister of Education – Sector for International Cooperation and European Integrations and the Sector for Higher Education. As of 20 December 2024, he has been serving as Assistant Minister of Education – Sector for Higher Education.Since April 2025, Mr. Aleksandar Jović has been engaged as Special Adviser to the Minister of Science, Technological Development and Innovation for Scientific Research at Higher Education Institutions.

Prof. dr Tibor Sabo
Savetnik ministra za nauku
Prof. dr Tibor Sabo istaknuti je srpski hemičar i univerzitetski profesor sa više od četiri decenije iskustva u nastavi, nauci i naučnoj politici. Rođen je1958. godine u Zrenjaninu. Diplomirao je 1981. godine na Prirodno-matematičkom fakultetu Univerziteta u Beogradu, gde je i magistrirao 1989. godine. Doktorsku disertaciju je odbranio 1994. godine na Hemijskom fakultetu u Beogradu, pod mentorstvom prof. dr Vere Dondur i prof. dr Nenada Juranića.
Profesionalni put započeo je kao asistent-pripravnik 1983. godine na Prirodno-matematičkom fakultetu, da bi kroz zvanja docenta, vanrednog i redovnog profesora stigao do najvišeg nastavnog zvanja na Hemijskom fakultetu Univerziteta u Beogradu. Njegove oblasti naučnog interesovanja obuhvataju koordinacionu, bioneorgansku i medicinsku hemiju. Objavio je preko 100 naučnih radova, od kojih je 96 u međunarodnim časopisima. Njegovi radovi su citirani više od 1400 puta, a indeks citiranosti (h-index) iznosi 22.
Prof. Sabo je rukovodio trima nacionalnim i jednim međunarodnim projektom, kao i izradom osam doktorskih disertacija. Ostvario je saradnju sa univerzitetima i naučnim institucijama u sedam visokorazvijenih zemalja, kao i sa partnerskim institucijama na Kubi, gde je više puta boravio na studijskim posetama.
Pored naučne i nastavne delatnosti, prof. Sabo je ostavio značajan trag i u oblasti naučne politike. Obavljao je funkciju pomoćnika ministra za nauku u više mandata (2003–2007, 2008–2012, 2018), kao i savetnika rektora Univerziteta u Beogradu i direktora Inovacionog centra Hemijskog fakulteta.
Dobitnik je brojnih priznanja, među kojima se izdvajaju nagrada Srpskog hemijskog društva (1982), priznanje Instituta za uporedno pravo (2011), kao i nagrada Srpskog arheološkog društva (2017).
Na Hemijskom fakultetu predaje predmete „Opšta hemija“ i „Metali i kompleksi metala u medicini“. Poznat je kao profesor posvećen studentima i promociji nauke, i ostaje jedna od ključnih figura u razvoju hemijske i naučne zajednice u Srbiji.
Od juna 2025. godine savetnik je ministra Balinta za nauku.
